An overview of Hardeep Singh Puri's role as India's Minister of Petroleum and Natural Gas, covering ethanol blending, gas grid expansion, and urban development reforms.
India reached 10% ethanol blending in June 2022, five months ahead of schedule, under the leadership of Minister Hardeep Singh Puri. This milestone reduced crude oil imports by 4.3 million metric tonnes and saved ₹50,000 crore in foreign exchange. The program also supported sugarcane farmers and sugar mills with timely payments, boosting rural incomes.
India saved ₹50,000 crore in foreign exchange through the ethanol blending program.
Puri then set an ambitious target of 20% ethanol blending by 2025–26, pushing the energy transition further. The policy is a cornerstone of India's strategy to lower carbon emissions while enhancing energy security.
Puri spearheaded the expansion of India's national gas grid from 16,000 km to over 20,000 km, a critical step in diversifying the energy mix. City Gas Distribution (CGD) coverage increased from 88 districts to over 400 districts, covering 70% of the population. The policy aims to raise natural gas share in India's energy mix from 6% to 15% by 2030.
LNG terminal capacity doubled with new terminals in Chhara, Jaigarh, and Ennore, reducing dependency on volatile global oil markets. Given the ongoing Strait of Hormuz tensions, expanding gas infrastructure provides a strategic buffer against supply disruptions.
In his concurrent role as Minister of Housing and Urban Affairs, Puri integrated energy efficiency into urban policy. Under PM Awas Yojana (Urban), over 12 million houses were sanctioned, many incorporating energy-efficient construction. The Smart Cities Mission deployed smart metering and clean energy solutions across 100 cities.
Policies like the Model Tenancy Act and land reforms improved urban governance, while synergies between housing, clean fuels, and electric mobility advanced sustainable urban growth. This cross-sectoral approach is unique in combining energy security with urban development.
