The Football Association considered an appeal but found there is no avenue to contest the ban under tournament regulations. However, BBC Sport has learned that the FA made strong representations to FIFA over the VAR process, arguing that the referee was shown a still image of the tackle and slow-motion replays before seeing the incident in real-time on the pitchside screen. This sequence could have resulted in 'outcome bias'. In the Premier League, officials are shown incidents at full speed first—though England's top flight is an outlier.
Thomas Tuchel, who was unhappy with the red card process, must now reconfigure his defense for the quarter-final.
Quansah had been filling in at right-back while Reece James was injured. James has missed the last three matches with a hamstring injury and is a selection doubt for the Norway game, though he could have some involvement as a substitute.
Tuchel's most natural replacement is Djed Spence, who was used as a substitute after a minor fitness issue against Mexico. Another option is Ezri Konsa, who moved to right-back after Quansah's sending-off. However, Tuchel has said he would rather not disrupt Konsa's partnership with Marc Guéhi in central defence. Guéhi is also nursing a hamstring problem, adding to Tuchel's headache.
England's depth at right-back is now under the spotlight as they aim to reach the final without Quansah. The decision on who starts against Norway will be crucial for their World Cup ambitions.
