In Grimsby, a tobacco sniffer dog named Cooper — widely regarded as the country's best — helped Trading Standards officers seize holdalls filled with illegal cigarettes from two vehicles. Four shops on Freeman Street and Hainton Avenue were raided by Trading Standards, assisted by Humberside Police. Council Leader Cllr Oliver Freeston, who attended the raid, said: "These illegal sales are damaging our communities here... We must do everything within our power to stop them."
Cooper's handler brought him from Wales specifically for the operation. The dog's nose remains one of the most effective detection tools available, especially for products like illegal tobacco and cannabis vapes that can be hidden inside vehicles or behind false walls. But even the best canine has limits — dogs tire, need breaks, and can't process the volume of data that modern surveillance systems can.
Drones are increasingly used in law enforcement for aerial surveillance during raids. They provide a bird's-eye view of a target location, allowing officers to monitor entry and exit points, track suspects attempting to flee, and assess risks before entering a building. A delivery of cannabis plants arrived while officers were on site — something no algorithm could have predicted. Sgt Lee Mayfield said the aim of the operation was to "take action against a range of offences, disrupt those involved and help keep our communities safe."
Technology can enhance that mission, but it cannot replace the instincts of experienced officers or the trust built with communities. Council Leader Freeston emphasized the need for enforcement against illegal sales, especially vapes to minors. "We must do everything within our power to stop them," he said.
The integration of drones, AI, and data analytics into police raids is still in its early stages. Most forces are piloting these tools in specific contexts, such as counter-terrorism or drug operations, rather than routine shop inspections. Cost is a barrier — drones and AI systems require significant investment in hardware, software, and training.
