The pollution, accumulating at alarming levels in the stratosphere, threatens to destroy the ozone layer and potentially expose people to higher levels of ultraviolet radiation, according to a new petition filed with the Federal Communications Commission (FCC).
The petition, submitted by space industry experts and environmental groups, calls for an immediate pause on new licenses for space data center projects. It argues that the plans from SpaceX, Jeff Bezos's Blue Origin, and others “violate federal law” and have refused any independent inquiry into their environmental, scientific, or economic impacts. The companies have collectively proposed millions of orbital data centers, all requiring FCC approval.
“These same proponents have refused to embrace any inquiry into the impacts of their self-claimed epochal technology on the environment, science, economy, or other values,” the petition states.
When satellites and rockets burn up upon re-entry, they release pollutants that appear to be accumulating in the stratosphere at alarming levels. The spacecraft release black soot, rare metals, aluminum oxides, and other pollutants with unknown effects. Some scientists fear the pollution could destroy the ozone layer, potentially expose some people to higher levels of ultraviolet radiation, or help further destabilize the planet during the climate crisis. The pollution could also end up back on Earth, and millions of satellites would create a major source of light pollution.
Astronomers also fear SpaceX's proposed data center satellites could interfere with observations by ground-based telescopes, adding another layer of concern to an already controversial plan.
Jeff Bezos's Blue Origin has similar plans for orbital data centers, though the scale of Blue Origin's proposal is less clear. The two billionaires — Elon Musk and Jeff Bezos — are pushing forward with what experts call a “catastrophic” vision for the planet. The Outer Space Treaty of 1967 defines orbital domains and celestial objects as “the province of all mankind,” meant to serve collective and future interests. But over the past fifteen years, outer space has emerged as a frontier of intense commercial activity and private investment, and the regulation of the orbital environment — from satellite licensing to debris mitigation rules — has become increasingly influenced by corporate interests.
Since the 1970s, American reforms have gradually granted private US-based companies a competitive advantage in accessing communications satellites, particularly in Low-Earth Orbit (LEO). Satellites in LEO fly below an altitude of 2,000 kilometers, which allows them to transmit signal rapidly, but a large network of them is required to maintain consistent coverage. This regulatory drift has moved the framework far away from protecting the province of all mankind, with questions once treated as public policy now settled in closed-door consultations.
Musk announced far-fetched plans to launch 100,000 satellites and new data centers beyond the stratosphere, according to a separate report. The technical challenges of this growth projection — including the absence of a global space traffic management regime — is counterbalanced by the company's political power.
